The Lahore High Court in Pakistan has finally lifted the ban on Facebook and it has been unblocked, after the government said that the Facebook Management had promised to make material considered derogatory inaccessible to Pakistan users.

A Pakistani court had ordered temporary blocking of Facebook.com this month due to the controversies over a competition for caricatures of the Prophet Mohammed.

Facebook has meanwhile run into trouble in neighboring Bangladesh where the site has been blocked since Sunday, after the government objected to content offensive to the Prophet on Facebook.

China has recently brought about new regulations requiring compulsory registration of all websites. According to the new regulations, the Domain Name can be registered by persons having business licences. That implies, private individuals will not be allowed to register any new Domain Name and it may also jeopardise the ownership of existing Domain Names held by Individual.

The authorities will place all the Domain Names under the Black List, and only registered Domains would be kept under White List and would be accessible. The reasons provided by China Internet NIC for taking such drastic steps relates to the concerns over widespread pronographic content on personal websites.

The website owners in some regions of China have already complained about inaccessibility of their websites. As all the unregistered Domains, whether local or foreign, are almost bocked, i.e. they don’t resolve.

The Domain Name registering companies offering .CN Domains have already suspeded registering of new domains effective from 21st December 2009, based upon the following notification:

In order to further enhance the authenticity, accuracy, and integrality of the domain name registration information, now notify as following:

1. Domain name applicants need to submit the formal paper based application material when making the online application to the registrar. The application material includes the original application form with business seal, company business license (photocopy), and registrant ID (photocopy).

2. Registrar should carefully review the application material. When application is deemed qualified, registrar need to submit the application material via fax or E-mail to CNNIC, and withhold the original application material.

3. From the day of the submission of online application, if CNNIC does not receive the formal paper based application material within 5 days or the application material auditing is not qualified, the domain name to be applied will be deleted.

4. The above regulations will be executed since 9:00AM (Beijing Time), Dec 14th, 2009.

Computer major Dell India has been issued notice by a district consumer court here for allegedly over-pricing products and supplying a faulty laptop to a customer.

A consumer court in Shalimar Bagh, while issuing notice to Dell India earlier this week, asked the firm to file its response by Dec 21, the next date of hearing.

The court was hearing the plea of Archer Softech Pvt Ltd through its advocate Ankur Raheja, who alleged that the Dell Inspiron 6400 laptop it bought for Rs.69,164 turned out to be faulty. He also said that the company was not ready to replace or repair the product.

‘Except the hard-disk and processor (which are of Toshiba and Intel make, respectively), almost each and every part has either been replaced or is not functioning properly due to manufacturing defects and poor quality of spares supplied for the laptop,’ Raheja told IANS.

He added that his client had to run form pillar to post to get spare parts for the laptop and its servicing, which also resulted in loss of business. He has demanded that the company return the amount paid by the consumer for the laptop and a compensation of Rs.400,000.

The complainant also alleged that Dell is over-pricing its products, charging consumers much more than the maximum retail price (MRP).

‘There is no doubt that Dell India’s aim is not just profit but extraordinary profit by exploiting Indian customers. That is why the prices for laptops and especially parts are always charged on the higher side in India,’ Raheja said in the complaint.

He said that the company had charged much more than the MRP for a battery. The cost of the battery, printed on the box, was Rs.2,100 but the company charged Rs.5,152, he alleged.

‘We have contacted the company on many occasions but lame excuses were provided by the irresponsible staff. And on some occasions, no response was received,’ Raheja said.

China tightens Cyber Law

Chinese hackers have been very active lately, especially in the west, but as hacking has hit home, China has strengthened Cyber Laws. Last year, when Pentagon systems were hacked the Famous Chinese Hacker made fun of Times Magazine Reporter saying “Will the FBI send special agents out to arrest me ?”

But due to amendments made in Chinese CyberLaws the said Hacker is now behind bars facing Seven years imprisonment. Until the new law came into force the cyber crime carried maximum punishment of 3 years’ prison but it has now been extended to seven years and also other major changes have been made.

Previously, Cyber Crime matter was governed by three Articles added to the China’s Criminal Code i 1997. Which was no doubt out-dated and has given push to the cyber crime, which has been further fuelled to some extent by the struggling Chinese economy. Media has been busy with stories of chinese hackers for years now. But mostly used to go scot free but with the new stringent provisions in place, the cyber crime from China is expected to slow down.

Google has disabled user uploads and comments on the Korean version of its YouTube video portal in wake of the new law that requires the real name of a contributor be listed along each contribution they make.

The rules, part of a Cyber Defamation Law, came into effect on April 1 for all sites with over 100,000 unique visitors per day. It requires that users provide their real name and national ID card number.

In response to the requirements Google has stopped users from uploading via its Korean portal rather than start a new registration system.
